Implementation of gender mainstreaming
When planning a project, the relevant gender issues in the area of intervention are identified as part of the problem analysis. The target group(s) are analysed by gender. This includes a gender analysis, which not only describes the current state of the gender situation, but also deals with causes, determinants and effects of gender disparities.
Taking into account the overall gender equality objectives of the ESF and the programme requirements concerning gender equality, as well as the specifications in the tender, the gender analysis results provide a basis for the formulation of specific gender equality objectives for the project. These gender equality objectives are tailored to the respective field of intervention and are formulated as objectives concerning the participation of women and men, such as performance objectives and impact objectives. The key question is: What contributions can and should the project make to promoting gender equality?
As part of the design phase, the planned project will be reviewed for possible gender effects, and the target groups will be analysed by gender. This will ensure that the planned projects do not perpetuate existing gender structures, but rather contribute to the equality objectives of the programme.
For projects with participants, such as skills training or employment projects, special attention will be paid to acquisition strategies, conditions for participation, approaches to learning and support services, as well as follow-up, so as to ensure equal access and opportunities for participation.
During the implementation phase and upon completion of the project, an assessment will be conducted as to whether or to what extent the gender equality objectives have been achieved. It is therefore helpful to think in advance about how the achievement of objectives will be assessed and to make arrangements for the collection of relevant data and information. It is important that all data collected in the course of the project implementation be differentiated by sex in order for any gender disparities to be identified.
